Randolph County Technology Initiative
I. Mission
A: Mission Statement
The mission of the RC Technology Initiative is to promote economic development and improved quality of life through education and public awareness of technology with the ultimate goal of securing and stimulating the future for the Winchester and Randolph County area.
II. Vision
A: Vision Statement
Our vision is for every citizen of Randolph County to have access and knowledge of available technologies. Therefore to establish Randolph County as a cutting edge community that fully utilizes state-of-the-art technology to provide the opportunity to encourage and promote development of business and a knowledgeable workforce to bring us to the highest level of economic competitiveness and quality of life.
III. Goals
A: 1 year Goals
1. Identify Technical inventory
a. Possibly by survey
b. Be a point of contact for technology resources and issues
2. Continue awareness of RC Tech
a. Publish articles from technology initiative
b. Press releases
c. Community demonstrations
3. Partner with REDC in creation of a portal for Randolph County
4. Computer classes
a. Partner area institutions (school corps, higher learning)
b. Promote existing (Monroe Central, Ivy Tech, etc)
5. Utilize upper levels and unused locations in downtown communities
6. Develop advisory board
a. Develop disclaimer-style agreement (CYA)
b. ‘Consultant’ resumes for viability
c. Determine degree of help (stopping point)
d. Explain pros and cons to quotes, solutions, scenarios
e. Be careful of giving too much advice due to liability
7. Promote casual, wired environment in communities
a. Internet access to community
b. Reutilize retired computers
8. Secure communication redundancy
a. Involve RCT into county-wide disaster summit
9. Create a part-time staff position
a. Work with REDC

1. Encourage young professionals in the area
a. 25-44 demographic
b. Work w/schools to encourage tech SIGs (special-interest groups)
2. Become a technology model for other cities our size

a. Useful for economic development, technology initiative, chamber of commerce…
b. Possibly in coordination with the High School mass media class.
c. Previous classes, such as 5, 10 and 15 year previous classes from the High School.
d. Possibly use other towns surveys and modify it for Winchester
3. Begin awareness of WTI
a. Publish articles from Technology Initiative
4. Become a Point of contact for technology resources and issues
5. Create Portal for Winchester
